In the last Newsletter, we announced the admission to membership of the IAPR of a special interest group on pattern recognition of the Brazilian Computer Society. Well, this growth process is not finished, and this time we are very pleased to announce that the IAPR Governing Board has just approved by email ballot the admission to membership of the IAPR of the Moroccan Pattern Recognition Section of AMADEIA, which thus becomes our 40th member society. We warmly welcome this new member, the first member society from the African continent.
The Governing Board has also approved the creation of a new technical committee, TC-19 on computer vision for cultural heritage applications. You will find presentations both of this new TC and of the new member society in one of the next issues of the newsletter.
In a previous column, we announced a survey on this newsletter, to know if members at large preferred to receive it electronically or on paper. The deadlines for the survey are now over, but we must unfortunately admit that a significant number of member societies never sent in any feedback on this survey, and among those who did, several had already received scarce input from their own members. It is therefore difficult to come up with some general tendencies from this survey, although the general trend is for people to prefer information in electronic format. The issue will be taken up again at the next Governing Board meeting.
The IAPR Education Committee has worked out clear guidelines for the Piero Zamperoni Best Student paper Award; these guidelines will be made available to the community in due time, on the web site of ICPR’04. It can be noted that the name of the winner of the award for ICPR’04 will be announced both in the IAPR Newsletter and on the IAPR web site, and the award will be presented by the Chair of the IAPR Education Committee at the Conference banquet.
By the time you receive this newsletter, it is certainly timely for us to wish you a very successful and happy new year 2004.

The IAPR ExCo held its annual meeting in Göteborg, Sweden, on July 1st 2003. Let us use this opportunity to thank the organizers of SCIA’03 for very efficiently organizing the hosting of this meeting. Excerpts of the minutes of this meeting, with the main points discussed and the main decisions made, can be found in the “ExCo news” section of the IAPR web site. Let us just point out the most important matters here.
Progress has been made on online services to the membership, with the members’ only site set up. The ExCo feels that by moving more towards distribution of electronic information, many practical issues can be made easier for all of us. We will once again encourage members to register on the IAPR members’ only website (http://www.cedar.buffalo.edu/IAPR/) to take advantage of the online services which will be progressively made available there.
The ExCo is pleased to announce that it intends to renew the travel stipend operation for ICPR’04. In coordination with the organizers of ICPR’04, the acceptance letter for papers will be accompanied by a note that a limited number of stipends are available. The amount of each stipend will remain at the level of 500 USD.
Discussions are under way with Springer Verlag on enhancing the visibility of the Pattern Recognition field within the publisher’s publications. One idea is to identify tutorial matters for publication as LNCS tutorials. Springer might also be interested in starting a hard-covered book series with IAPR. The appropriate standing committees will work with the ExCo on these issues.
As many of you probably know, the ExCo sends out a mail, as a service to the community at large, approximately once a month, with short announcements of scientific events in the interest field of the IAPR. This mail is sent to all Technical Committee chairs and all Governing Board members, with the request to forward it to all members of their respective societies or committees. To avoid this being perceived as additional spam, rather than as a service, the ExCo general policy is to keep each announcement short, and to only send one single announcement for each event. The ExCo reserves the right to make exceptions to this general rule in specific cases (e.g. for major IAPR events such as the ICPR).
Last, but not least, we are pleased to announce that the IAPR Governing Board recently approved by email ballot the admission to membership of the IAPR of a special interest group on pattern recognition of the Brazilian Computer Society, which thus becomes our 39th member society. We extend our warmest welcome to this new member.

The president opened the meeting at 9:08 am and welcomed all ExCo members. A couple of points were added to the agenda, which was then approved.

Check of TODO list for ExCo
The following points from the ExCo TODO list can be noted:
- Action is taken, in cooperation with the Education Committee and the ICPR organizers, on better specified guidelines for the attribution of the Zamperoni Award. The guidelines for the Award will be made available on the ICPR’04 web site in due time.

The Industrial Liaison Committee will be asked to work on a list of possible new services for industrial affiliates, the aim being to submit a new policy for industrial affiliates to the Governing Board meeting in August 2004.

Progress has been made for the IAPR accounts to be managed through online banking solutions.

Progress has been made on online services to the membership, with the members’ only site set up. However, this database is still experimental. The database should be kept minimalist, but it should be usable for mailings, etc. At the end of the experimentation, if a general decision is made to go for electronic information, we will probably have to look for professional solutions.

Status report of ICPR 2004
Maria Petrou reports about the preparations for ICPR’04. The main web site is operational at the following address: http://www.ee.surrey.ac.uk/icpr2004/
The submission system used has been developed in Manchester; it allocates papers to reviewers and checks balance between reviewers. The system also takes charge of pre-registration of delegates, etc. Once again, the proceedings will be produced by IEEE CS Press.
The conference location is at the Cambridge center. The Corn Exchange has been booked (1400 seats) and will be used for the opening session, plenary sessions, and poster sessions. 2 other halls have booked, one with 600 seats, another with 200 seats, as well as 3 lecture theaters. Smaller rooms have been booked for registration, committee meetings, etc.
With respect to publicity, the main CFP has been sent out. The ExCo recommends that flyers are sent to ICDAR’03 in Edinburgh (August 2003). The information will also be put on the IAPR web.
Microsoft has agreed to be a sponsor of ICPR’04. Discussions with other potential sponsors are under way.

Treasurer’s report / Status of IAPR finances
The treasurer and the president report about the status of the finances. Actions to be taken on the various accounts are discussed. Currently, the budget is relatively stable.
As a follow-up of the openness policy taken by the ExCo, a summary of our budget (main expenses and income) will be put on the IAPR web site, in the open, publicly accessible area, by September 30, 2003.

A discussion takes place about the purpose of keeping the request for membership lists. The ExCo feels that if we move towards distribution of electronic information, the need for such lists will decrease. This might therefore be reconsidered in the future.

Reports by standing committees + updated vision and plan for next year
The reports from the committees are analyzed. Feedback about the ExCo position on the issues raised by these reports will be provided to the Committee chairs by the IAPR secretary. Some points to be noted:
- Conferences & Meetings Committee: the committee has raised many issues:

New category of sponsorship: The ExCo does not see any need for a new category of sponsorship, for workshops of topical interest, but unsupported by a scientific evaluation process. IAPR sponsorship must remain a quality label. Other forms of promotional or educational activities, especially in countries where pattern recognition is an emerging scientific activity, can be undertaken – for instance, we can imagine IAPR Tutorials series at such events. This should be done on a case by case basis, in cooperation between the ExCo, the C&M Committee and the Education Committee, and should be distinct from IAPR sponsorship.
- Support for outside web-site development: The ExCo welcomes the proposal by the C&M Committee to clarify the current sponsorship procedures by binding them up to a web-based approach for application of sponsorship.
- Use of IAPR Logotype: Any IAPR sponsored conference having a web site should have the IAPR logo on it.
- Liability: The general policy is to leave the liability issue of conferences and events to the local organizers – hence, this must be included in their budget. All future correspondence (approval for sponsorship) must include the statement that the organizers must find coverage for liability within their local organizations, and that the IAPR does not provide any liability coverage.
- Education Committee: The ExCo recommends that the Education Committee creates a web site, where it moves (or links to) all educational content identified on various TC sites, and also adds links to other available educational resources of interest on the web.

Industrial Liaison Committee: the committee will coordinate with the IAPR organizers for the selection process of the Best Industry Related Paper Award.

Reports by technical committees
The ExCo went through the written reports by the Technical Committees, and discussed actions to be taken for those needing it. It is felt that the creation of a web-page alone is not sufficient as activity for Technical Committee of the IAPR.
Feedback will be given to the various technical committees, when necessary.

Any other matters arising

Discussions with Springer Verlag. The series editor for LNCS (Lecture Notes in Computer Science) recently met the President, and discussed various joint actions. One idea which is being worked on is to identify tutorial matters for publication as LNCS tutorials. Feedback will be given about this to the Technical Committees. Springer is also interested in starting a hard-covered book series with IAPR; the Education committee will be contacted about this possibility.
TC8 on MVA - From the ExCo

IAPR activities concerning the important scope of practical applications of pattern recognition had remained dormant for some years, but they have now been revived. The key point is for both academic and industrial researchers to get together and to communicate intensively with each other to promote this domain. In order to coordinate these interface efforts and to develop one research community, a new proposition for creating a Technical Committee 8 on Machine Vision Application was proposed by a group of researchers, under the leadership of Prof. Ikeuchi from the University of Tokyo, and has now been approved by a Governing
Board vote.
In our efforts to enhance communication with all our members, we have now set up a web site
open to all IAPR individual members (a simple registration is necessary). The web site, kindly hosted by the CEDAR, can be found at the following address (also linked from the IAPR web page): http://www.cedar.buffalo.edu/IAPR/, where the two last issues of the newsletter can currently be found. In the future, this members-only web site will also provide other useful information to all the association's members.
Each individual member of the IAPR is entitled to receive his/her own copy of the Newsletter, either directly mailed from the printer, or redistributed within the Member Society, depending on the choice made by their Member Society. There have been some discussions on the preferred form for the newsletter distribution: paper version as it is currently, or electronic. To prepare a possible discussion of this topic at the next Governing Board meeting, during ICPR’04, all individual members will be asked in the coming weeks, by their member society, to kindly answer a questionnaire, which will help us get a feeling of the main wishes of the membership at large. We thank you in advance for taking some time to answer this questionnaire. Your member society will report back to the Executive Committee with a summary of the answers collected.
The ExCo plans to meet in July in Göteborg (Sweden), for its annual meeting. One of the points to be discussed is the renewal of the initiative to offer travel stipends for the next ICPR. Expect more news on this and other topics in the next newsletter.

To keep each announcement short -- for instance, for a conference or workshop, the announcement basically contains the title, date and place of the event, the submission deadline, and a pointer to a web site with more information

To only send one single announcement for each event — i.e. no reminder, second call for papers, or whatever.

ExCo policy on e-mail ballots of Governing Board

The ExCo has been discussing extensively the procedures to be
followed in GB e-mail ballots to permit open discussion among
members and provide opportunities to suggest potential amendments.
We considered various options and took into account many
suggestions that were made at the Quebec GB meeting. The outcome
of these discussions is a new policy
approved by the ExCo for e-mail ballots of GB:

Routine ballots without discussion period for time critical and
routine items such as approval of KSFu award, Fellows, Nomination of
officers, and revised version of C&B after incorporating changes
approved at prior meeting and associated editorial corrections and
renumbering as required.

30 day discussion period on matters such as creation/dissolution of
TCs, urgent changes to C&B that are needed before next meeting, and
other such matters. ExCo may make necessary changes based on the
deliberations before submitting for a GB vote with the usual 45 day
voting period. The ExCo may also decide to withdraw the motion.
Policy on Conference Mailing Lists - ExCo Decision

The general principle is not to distribute any list of emails or addresses of ICPR attendees to anybody, with a few exceptions: the organizers of the next ICPR, and exceptionally, other major conferences organized by the IAPR. All other events, as well as messages from IAPR affiliated journals, can be announced through the general scientific announcements sent through the GB and TC channels, and by posting on the IAPR web site for IAPR-sponsored events.

In all cases, recipients of such a list (ICPR organizers included) must request approval by the ExCo, on a case-by-case basis, and will have to sign a non-disclosure agreement, stating that the property of the list remains with the IAPR, and that they are not allowed to use the list for other purposes than those agreed upon with the IAPR, nor to include it in a larger list, nor, obviously, to pass it on to anybody else.

The ExCo encourages IAPR conference and workshop organizers to include a statement in their attendee lists that such lists are for exclusive use of the attendees for personal non-commercial use, and that any other use is prohibited.

In the longer term, we aim at setting up an IAPR mailing list service to provide better facilities for managing all this.

The Secretary has prepared a TODO list of all action items for this new ExCo, passed on by the previous ExCo. This list is distributed to all the ExCo members.

Committee appointments and relative ballots for the nominating committee and KS FU Prize Committee

A list of suggested appointments and nominations for the various IAPR standing committees is reviewed and discussed. For each committee, an ExCo liaison is chosen. The previous ExCo suggested that some committees should have more stability, by appointing members for 2 or 3 terms. This is taken into account in the discussion.

Other duties (ad hoc committees, specific responsibilities) are also discussed.

The ExCo reviews and discusses the state and chairmanship of the Technical committee. A request has been made to all potential continuing chairs, and suggested new chairs, to provide a brief bio and a plan for their TC.

Financial situation

A brief summary of the financial situation is made by the outgoing treasurer. A number of possible expenses are discussed, including increasing the number of travel stipends, providing web and mail services, and maybe conference management services.

Matters arising from the TC Chairmen meeting
- The state of the Technical Committees is reviewed, with the potential names of replacements for some of the chairs.
- The next ExCo should look into the possibility of providing list server software/services to the Technical Committees, and other IAPR committees, if necessary.

Treasurer's Report/IAPR Finances and budget for FY2002-2003
- The financial report, and the budget, are examined and discussed, in preparation of the GB meeting.
- The situation of the KS Fu funds appears to allow for continuing to give out the same amount for the Prize in coming years.
