- IAPR Conference and Meeting Sponsorship

The organization of the biennial International Conference on Pattern Recognition (ICPR) is one of the main objectives of IAPR (Section 2.2 of the Constitution). These guidelines summarize some of the procedures defined in the Constitution and Bylaws and it integrates some of the experiences made in the past.
In accordance with these rules, a procedure similar to the sponsorship of other conferences could be envisaged, declaring the ICPR as a specially-sponsored conference with the differences outlined below.
- It should be organized by one of the member organizations of IAPR.
- Proposals for the n'th ICPR should be submitted the conferences and meetings committee not later than 6 months before the (n-2)'th ICPR (approximately 4.5 years before the conference). Usually the Governing Board who makes the final decision meets during the ICPR.
- As an additional preparation for the Governing Board members it has become a practice to distribute the proposal also to the members of the Governing Board. To this purpose, organizers will provide their proposal electronically in PDF format or ASCII to the IAPR Webmanager for inclusion in the GB-reserved area of the IAPR webpage. Names and addresses of Governing Board members are published regularly in the IAPR Newsletter so that organizers willing to provide additional material can also directly contact Governing Board members.

Proposals should define clearly:
- Subjects and titles of the (currently 4) sub-conferences.
- Date and location, accessibility (transportation, accomodation, visas, etc) to all members of IAPR member societies.
- Tentative program and preparation schedule.
- The names of general chair (with two alternate names), programme chair and co-chair for every individual conference, and local arrangment chair (with two alternate names).
- A loan of funds can be given to cover some initial expenses. This financial support must be approved by the Governing Board. The borrowed funds have to be returned after the meeting.
- Budget showing tentative income from registration / other sponsors and estimated expenditures. The budget should clearly show the repayment of 10% of the gross registration fees (incl full, student, and tutorial fees inclusive of applicable taxes) and the loan as expenditure items.
- The Conferences and Meetings committee will evaluate the submitted proposals and present the result to the Governing Board which is responsible to take a definitive decision.
The selected conference will be announced in the IAPR Newsletter. After the conference, the organizers must submit a report for inclusion in the IAPR Newsletter.
Note that the following apply: Articles and Sections of Constitution and Bylaws concerning ICPRs, e.g. Articles II, XI, Bylaws 6.8 - 6.11, 10. - 10.5, Statutes S.1.

The Conferences and Meetings Committee of IAPR will evaluate applications for Endorsement or Sponsorship of meetings. Endorsement or sponsorship will be granted to applicants who demonstrate that there is a strong likelihood that the meeting will have an international scope and significant contribution to topics central to the study of pattern recognition and its applications.
The Chairman of the Conferences and Meetings Committee will determine if the meeting is in compliance with IAPR standards.
These are events organized typically by IAPR technical committees or member societies, focused on a topic or theme, with substantial international participation in the event and representation in the organizing committee. Full support by IAPR including the right to use the IAPR logo and the phrases "IAPR Conference on" or "IAPR Workshop on" in the event title, publicity in the IAPR Newsletter and IAPR web site, and the possibility to get financial support in the form of a loan. The levy is ten percent of the gross registration fee or US$ 20 per participant which ever is smaller. With the approval of the Conferences and Meetings Committee Chair and the Treasurer, some or all of the levy may be applied towards specifically identified activities in the name of IAPR such as IAPR Travel Stipends, IAPR Distinguished Speaker, IAPR Best Paper Prize, etc.
These are events organized by any scientific entity, including IAPR technical committees and member societies, with topics or themes which are within the scope of IAPR's technical interests as determined by the Conferences and Meetings Committee. Limited publicity and support through IAPR channels including authorization to use IAPR Logo and the phrase "Endorsed by the IAPR". IAPR levy is US$ 4 per participant with a minimum of US$ 150. With the approval of the Conferences and Meetings Committee Chair and the Treasurer, some or all of the levy may be applied towards specifically identified activities in the name of IAPR such as IAPR Travel Stipends, IAPR Distinguished Speaker, IAPR Best Paper Prize, etc.

The procedure that is followed is set up to allow an efficient and fast decision by IAPR. Please provide the necessary information promptly to enable quick reactions of the IAPR Conferences & Meetings Committee. Make sure to indicate whether you are applying for a 'sponsored' or an 'endorsed' event.
Requests should be submitted to the Chairman of the Conferences and Meetings Committee, Apostolos Antonacopoulos. All requests should contain the following information:
- Subject and title of meeting.
- Date and location.
- Expected number of participants.
- Tentative program.
- Clarification whether the Proceedings will be published before or after the meeting. Please specify the publisher you have selected, eg IEEE, Springer, etc.
- Names of the organizing societies and the scientific committee members.
- Review of full papers is a requirement for IAPR backing. Review of abstracts or summaries is insufficient. Describe the reviewing process (number of reviewers per paper, blind, double blind; etc.).
- Declaration of the conference chairman that participants from all IAPR Member Societies will be welcome without any restriction due to political, race, religion differences.
- Clarification whether IAPR individual members will be entitled a 5% reduction on the registration fee. This discount, while not a requirement, does help raise IAPR awareness in the scientific community and helps to encourage IAPR membership.
- Declaration that the registration fees will not be increased for authors of multiple papers to be presented at the conference.
The Chairman of the Conferences and Meetings Committee will determine if the meeting is in compliance with IAPR standards, Constitution and Bylaws, and will obtain approval from the organizer's local Governing Board member. (To speed up the process, you may send copies of the request and additional material to your local Governing Board member). If sponsorship is approved, the Chairman will inform the organizers, the IAPR Secretary, the newsletter editor and the treasurer. The meeting will be announced in the Newsletter. After the meeting, the conference chairman should submit a short report, extracts of which may beused in the newsletter, and send information on how to obtain Proceedings to the Secretariat.

Once approval (for either IAPR Sponsorship or IAPR Endorsement) has been granted, an application with specific details of the proposed activities in the name of the IAPR (including an estimate of the cost to be deducted from the IAPR levy) must be submitted to the Conferences and Meetings Committee Chair prior to the event and prior to any arrangements being made.
